The 8th Pay Commission has triggered fresh speculation among central government employees and pensioners over the potential salary hike, fitment factor and revision of allowances. While the government has not yet announced the final fitment factor, employee organisations have been putting forward demands, including the merger of Dearness Allowance (DA) with basic pay.

Will Salaries Double Under 8th Pay Commission?

A fitment factor of 2.0 would double an employee's existing basic pay on paper. However, this does not mean that the employee's total in-hand salary would immediately double.

The reason is that the existing DA component is absorbed into the revised pay structure when a new Pay Commission is implemented. The DA is then reset and starts accumulating again based on the new basic pay. 8th Pay Commission Salary Calculator: How Level 10 Employees Can Earn INR 25 Lakh More in 10 Years.

How Does DA Affect Salary Growth?

DA is revised periodically to compensate central government employees for inflation. Over time, repeated DA increases can significantly raise the overall salary.

Employees also receive annual increments, generally around 3% under the existing pay structure. When annual increments and periodic DA revisions are combined, salary growth can become substantial over several years.

Employee unions have also been demanding that DA be merged with basic pay when it reaches a specified level. Such a merger can increase the base used to calculate future increments and allowances. 8th Pay Commission News: IRSTA Proposes INR 52,000 Minimum Pay With 2.92 Fitment Factor; Here's Why.

Why A Fitment Factor Of 2 Does Not Mean 100% Salary Hike

The fitment factor is applied to the existing basic pay to determine the revised basic pay. However, the calculation of total salary also involves DA and other allowances.

For example, if the fitment factor is fixed at 2.0, the revised basic pay would be twice the existing basic pay. But the effective increase in total salary would be considerably lower because the existing DA is absorbed into the revised pay structure.

Economic calculations suggest that the immediate effective salary increase with a fitment factor of 2 could be around 31% to 35%, depending on the structure of allowances and other components.

HRA And Other Allowances

The 8th Pay Commission's recommendations could also affect allowances such as House Rent Allowance (HRA). These allowances are generally linked to basic pay and applicable rates.

Therefore, employees could see changes in their overall salary after the implementation of the new pay structure. However, the exact impact will depend on the final recommendations and the government's decision on their implementation.

Can Salary Double In Seven Years?

Salary can potentially approach or even double over a longer period through the combined impact of annual increments, DA revisions and possible DA mergers.

However, this would be gradual salary growth rather than a one-time 100% increase when the 8th Pay Commission is implemented.

The final salary hike will depend on the fitment factor, treatment of DA, revised allowance rates and other recommendations approved by the government. Until these details are officially announced, calculations about the exact salary increase remain estimates.
