An inquiry was constituted in 2016 to probe into the allegations of financial irregularities when Mishra held the post of Registrar of the Uttarakhand Technical University (UTU). However, that inquiry had declared the charges to be false and said that the allegations levelled against Mishra are motivated.

The inquiry said that proper records of the funds were maintained all the years. Dr MC Joshi was appointed as the inquiry officer by the state government in an order on December 21, 2012. However, in April 2018, Mishra was removed from his post of registrar and later suspended from the university.
