Responding to questions in the Rajya Sabha, Union Minister of State for Finance Pankaj Chaudhary outlined the commission's independent status as it approaches the halfway mark of its mandated 18-month timeline for submitting final recommendations.

The panel operates under a written mandate approved by the Centre on October 28, 2025. Addressing queries raised by Rajya Sabha MP Javed Ali Khan on July 28, Chaudhary detailed the legal framework governing the commission's independence. "The Commission's Terms of Reference do not provide that the Commission would keep the Government updated on the progress made by it, the nature of recommendations being contemplated or on its consultation process during the course of its deliberations," Chaudhary said in a written reply.
He added, "The Government has notified Resolution dated 03.11.2025 for the constitution of the 8th Central Pay Commission, including its Terms of Reference (ToR). The Resolution dated 03.11.2025 provides that the 8th Central Pay Commission will devise its own procedure". Timeline and Next Steps
The central government has allocated an 18-month window for the panel to complete its comprehensive deliberations and submit its final report.
