Hariram Gupta (Hariram Bansal), the owner of the multi-storey paying guest (PG) accommodation in southwest Delhi’s Satya Niketan area that suffered a catastrophic structural collapse, was apprehended today, September 7, in Rajasthan's Bhiwadi. The incident, which took place on Sunday afternoon, resulted in multiple fatalities, including seven deaths and triggered intensive search and rescue operations by multiple disaster management agencies.
Apprehension and Legal Action
Following the tragedy, Delhi Police launched a massive manhunt and issued a Look Out Circular (LOC) for Bansal, who had gone untraceable. Ten special police teams were formed to track Hariram Gupta's whereabouts. An FIR has been registered against him at the South Campus police station under various charges, including culpable homicide not amounting to murder, structural negligence, and endangering public safety. In the wake of the incident, the Municipal Corporation of Delhi (MCD) also suspended multiple officials today, including the Deputy Commissioner South Zone, Executive Engineer-South Zone, Superintendent Engineer-South Zone, Assistant Engineer-Zone, and a Junior Engineer.

Who Is Hariram Gupta?
Hariram Gupta is the owner of "Hostel Daze", the five-storey building, which collapsed on Sunday in Delhi's Satya Niketan area. The building was operating as a boys' PG, and several students were staying there when the incident
took place around 1.30 PM on September 6. In a post on X (formerly Twitter), news agency ANI said Delhi Police arrested building owner Hariram, his wife Urmila, and their son Mahesh. Delhi police told the news agency that the electricity connection was in Hariram’s name, while Mahesh was handling the management work. "The property, on paper, was in the name of Hariram’s wife, Urmila," Delhi Police said.
Meanwhile, SP Sharma, a neighbour of Hariram Bansal (Hariram Gupta), told ANI that Hariram was living in the area for years and owns several properties. He further said that his daughter and son also live nearby in Sector 23. "Bansal Ji's shop is in the market—our relationship is simply that we occasionally buy goods from his store; he has a decent personality. He has been living here for years. He owns several other houses here as well; his daughter and son also live nearby in Sector 23," he added. Sharma also said that Hariram owns a hardware shop and has four or five properties in Delhi.
Background and Investigation
The collapsed five-storey structure - locally operating as a student hostel - was reportedly undergoing repair and renovation work on the ground floor and basement levels before the incident. Preliminary investigations and local accounts indicate that unauthorised construction and foundation strain, compounded by heavy seasonal rainfall, contributed to the failure of the building. In the wake of the disaster, the Municipal Corporation of Delhi (MCD) suspended five senior municipal officials for administrative lapses, while state authorities ordered city-wide inspections and immediate sealing drives against illegal multi-storey constructions.
