Why Mumbai Faced Widespread Power Outages This Summer

The Maharashtra government on Tuesday, June 30, acknowledged in the state legislative assembly that frequent power outages across Mumbai are being driven by a sharp surge in electricity demand and a severely overloaded distribution network. Responding to widespread public dissatisfaction, Assembly Speaker Rahul Narwekar expressed strong displeasure over the performance of the Brihanmumbai Electricity Supply and Transport (BEST) undertaking and directed an immediate high-level intervention to resolve the crisis.

Rising Temperatures Push Grid to Peak Capacity

Replying to a calling attention notice, the Minister of State for Urban Development, Madhuri Misal, stated that Mumbai had recorded its highest temperatures in 57 years during May and June. "Peak power demand shot up from about 907 MW in 2025 to around 1,010 MW, putting heavy pressure on the existing distribution infrastructure and leading to frequent supply interruptions," Misal informed the House. The minister explained that existing distribution points (DPs) and overhead equipment are currently operating under excessive thermal and electrical loads, making the establishment of new power sub-stations critical to stabilising the city's grid.

Infrastructure Proposals and Staffing Shortages

To address the deficit, the government announced that BEST has finalised three locations for new sub-stations. The formal proposal has been forwarded to the Mumbai City Collector for immediate land allotment. "The additional substations would help ease the load and improve the reliability of the power supply," Misal added. The state also confirmed that infrastructure upgrades are underway for approximately 1,200 existing distribution points. Addressing severe technical vacancies within BEST, Misal reported that a recruitment drive for 719 employees is active, with 150 appointments already finalised.

Opposition Flag Infrastructure Vulnerabilities

During the floor debate, opposition lawmakers heavily criticised the state of Mumbai’s electrical infrastructure. Shiv Sena (UBT) MLA Ajay Chaudhary alleged that power cuts have steadily worsened over the past two years. He noted that South Mumbai alone relies on roughly 1,200 temporary "jumper" connections, raising serious public safety hazards ahead of the monsoon season. Chaudhary pointed to a recent fire incident in Chor Bazaar, questioning whether there was an underlying political intent to weaken the municipal utility. He further criticised consumer support systems, alleging that citizens face unresponsive call centres and unresolved complaints for hours.

Expressing frustration over the degradation of utility services in India's financial capital, Congress MLA Amin Patel asked, "Are we living in a village or Mumbai city?" Patel highlighted the severe impact of sudden load shedding, citing an incident where MLA Raees Shaikh was trapped inside an elevator for two hours due to an unannounced outage.

Speaker Intervenes as MLAs Stage Protest

The debate escalated into direct legislative action when MLAs Amin Patel, Rais Shaikh, and Mahesh Sawant staged a protest by squatting in the well of the House. Patel threatened to initiate a hunger strike if immediate relief measures were not implemented. Intervening in the deadlock, Speaker Rahul Narwekar declared the widespread outages completely unacceptable for Mumbai. He asserted that BEST had "completely failed" to execute its primary regulatory responsibility of maintaining uninterrupted distribution. Narwekar directed utility officials to submit detailed logs regarding customer complaint resolution times and to streamline current call centre operations.
