Asserting that the Special Intensive Revision (SIR) of electoral rolls is an issue in the Bihar assembly polls, AIMIM chief Asaduddin Owaisi has alleged that the exercise carried out by the Election Commission was done in 'a hurry' and that checking citizenship is the mandate of the Home Ministry.
