While the NIA has made two arrests in connection with the April 22 incident, those nabbed are believed to be the ones who provided logistical support, while the actual terrorists responsible for the ghastly crime have evaded security agencies. The security vacuum has prompted Lt Governor Manoj Sinha to take full responsibility for what he acknowledged as a 'security failure'.
