Retired IPS officer Vijay Kumar and Centre's Special Representative Dineshwar Sharma are top contenders for the post of lieutenant governor of Jammu and Kashmir Union Territory. President Ram Nath Kovind on Friday gave his assent to the Jammu and Kashmir Reorganisation Act, 2019, which bifurcates Jammu and Kashmir into two Union territories.
