Full List of 15 Crypto Platforms Named by FIU-IND for PMLA Non-Compliance

The Financial Intelligence Unit-India (FIU-IND) has issued notices to 15 Virtual Digital Asset Service Providers (VDA SPs) for non-compliance with the provisions of the Prevention of Money Laundering Act (PMLA), 2002. The action targets platforms that were allegedly operating in India without meeting the applicable anti-money laundering requirements.
The Director of FIU-IND initiated the action under Section 13 of the PMLA. The agency has also sought the removal of applications and URLs associated with the entities that provide public access to their services in India.

FIU-IND Names 15 Crypto Platforms in PMLA Action
The entities named by FIU-IND include several international cryptocurrency and virtual digital asset platforms. The list is:

- RezorEx (Rezorex)
- Bitunix LLC (Bitunix)
- DigiFinex Ltd (DigiFinex)

Apps and URLs of 15 Crypto Platforms Face Takedown
The FIU-IND Director, acting as the nodal officer under Section 79(3)(b) of the Information Technology Act, 2000, has issued notices seeking the removal of applications and URLs linked to the 15 entities.
The action has been taken against public access to services provided by these entities in India, with FIU-IND stating that the platforms were operating without complying with relevant PMLA provisions.
Why FIU-IND Is Taking Action Against Crypto Platforms
Virtual Digital Asset Service Providers were brought under India's Anti-Money Laundering and Counter Financing of Terrorism (AML/CFT) framework in March 2023 through the PMLA.
Under the framework, VDA service providers operating in India - whether onshore or offshore - must register with FIU-IND as reporting entities when they undertake specified activities involving virtual digital assets. These activities include services such as:
- Exchange between virtual digital assets and fiat currencies
- Transfer of virtual digital assets
- Safekeeping or administration of virtual digital assets
- Services or instruments that enable control over virtual digital assets
The compliance requirements are activity-based, meaning they do not depend on whether a service provider has a physical office or presence in India.
Crypto Platforms Must Follow PMLA Reporting Rules

FIU-IND's latest action highlights that offshore crypto platforms serving Indian users can also come under India's AML/CFT framework when their activities fall within the scope of the PMLA.
FIU-IND Warns Crypto and NFT Investors
FIU-IND has also cautioned the public about the risks associated with crypto products and non-fungible tokens (NFTs).
The agency said crypto products and NFTs are unregulated and can be highly risky. It also warned that there may be no regulatory recourse for losses arising from such transactions.
The latest notices are part of the government's ongoing efforts to ensure that virtual digital asset service providers operating in or serving the Indian market comply with India's anti-money laundering framework.
