New Delhi [India], July 28 (ANI): Congress MP Manickam Tagore on Tuesday submitted an Adjournment Motion notice in the Lok Sabha seeking an urgent discussion on the Union Government's stand regarding construction activities across the Cauvery River and the protection of Tamil Nadu's legal rights and farmers' interests in the backdrop of the proposed Mekedatu project in Karnataka.
In his notice, Tagore termed the issue a "matter of urgent public importance" and expressed concern over the Centre's recent reply regarding the proposed Mekedatu project.

Referring to the response of the Minister of State for Jal Shakti, the Congress MP said the government's statement that the Supreme Court judgment does not require Karnataka to obtain the consent of lower riparian States for construction across the Cauvery had created "deep concern and disappointment" among the people of Tamil Nadu.
Tagore said the issue was not merely about obtaining permission or consent, but about protecting Tamil Nadu's lawful rights, implementing the Cauvery Water Disputes Tribunal Award as modified by the Supreme Court, and ensuring that no upstream activity adversely affects the state's share of Cauvery waters.

In his notice, the Congress leader said the Cauvery is the lifeline of Tamil Nadu, sustaining the livelihoods of lakhs of farmers, supporting the agricultural economy of the Cauvery Delta and providing drinking water to millions of people.
He contended that no state should have an unrestricted right to undertake activities in an inter-state river basin if such activities prejudice the legally protected interests of another state, adding that the rights of downstream states cannot be ignored.
Tagore further alleged that the Union Government's stand had created a perception in Tamil Nadu that the concerns of the state's farmers were being neglected and that the Centre was failing to act as a neutral guardian of federal justice.
Through the Adjournment Motion, the Congress MP demanded that the Union Government immediately clarify its position on protecting Tamil Nadu's interests in the Cauvery basin. He also sought that no approval be granted for any project that may affect Tamil Nadu's allocated share of Cauvery water or the implementation of the Cauvery Water Disputes Tribunal Award and the Supreme Court judgment.
He further urged the Centre to ensure that Tamil Nadu's objections and concerns are fully considered before any further decision is taken on the proposed Mekedatu project and called upon the Union Government to act as a neutral constitutional authority while protecting the rights of all states equally.
An Adjournment Motion is introduced in Parliament to draw the attention of the House to a matter of urgent public importance that requires immediate discussion. If admitted by the Speaker, it supersedes the pre-scheduled business of the day.
The Mekedatu issue in the Cauvery Basin has been lingering for many years. The Karnataka government has also resolved in its Assembly to construct the dam across the Cauvery Basin. (ANI)
