How HRA Is Calculated
Under the current 7th Pay Commission structure, HRA is paid as a percentage of an employee's basic pay, with the rate depending on the city of posting. Employees posted in X category or metro cities receive 30 percent of basic pay as HRA, those in Y category cities receive 20 percent, and those in Z category or other locations receive 10 percent. These rates were revised upward after Dearness Allowance crossed the 50 percent mark in January 2024. Level 14 officers, whose current basic pay starts at approximately Rs 1.44 lakh, could see their revised basic pay rise to roughly Rs 2.88 lakh at a 2.0 fitment factor and to about Rs 3.71 lakh at a 2.57 fitment factor. For Level 15 officers, with a current basic pay of around Rs 1.82 lakh, the revised basic pay is estimated to range from about Rs 3.64 lakh at a 2.0 fitment factor to nearly Rs 4.68 lakh at a 2.57 fitment factor. This would place estimated HRA in X category cities between roughly Rs 1.09 lakh and Rs 1.40 lakh a month, with Y category cities seeing HRA of around Rs 72,900 to Rs 93,700, and Z category cities around Rs 36,400 to Rs 46,800.

Level 16 officers, among the senior most in the civil services hierarchy with a current basic pay of about Rs 2.05 lakh, could see revised basic pay climb to approximately Rs 4.11 lakh at a 2.0 fitment factor and around Rs 5.28 lakh at a 2.57 fitment factor. This would push estimated HRA in X category cities to a range of roughly Rs 1.23 lakh to Rs 1.58 lakh a month, with Y category cities at around Rs 82,200 to Rs 1.06 lakh, and Z category cities between approximately Rs 41,100 and Rs 52,800.
Background On The Fitment Factor Debate
The fitment factor is the multiplier applied to an employee's existing basic pay to arrive at the revised basic pay under a new pay commission, and it forms the base for calculating several other allowances including Dearness Allowance and HRA. The 7th Pay Commission had used a fitment factor of 2.57, and while some early estimates for the 8th Pay Commission have suggested a lower figure of around 2.28, other projections continue to factor in a wider range between 2.0 and 2.57 for estimation purposes. No final fitment factor has been approved by the government so far.
What Happens Next
The Union Cabinet approved the constitution of the 8th Pay Commission in January 2025, with the commission formally set up through a gazette notification in November 2025 and tasked with submitting its recommendations within 18 months. Employee bodies have also submitted separate demands for raising HRA percentage slabs beyond the current 30, 20 and 10 percent rates, though these remain proposals and have not been accepted by the government. All figures on revised basic pay and HRA continue to be estimates based on consultation stage discussions, and employees are advised to await the commission's official recommendations before treating any projected numbers as final.
