Mittal, a 2013-batch officer who voluntarily resigned from her 13-year administrative career on August 30, stated that her primary objective is to serve as a direct voice for marginalised citizens whose grievances frequently fail to reach government offices. In a public statement released on social media, the former bureaucrat reflected on her administrative tenure, noting that systemic roadblocks and delayed public services often stem from an institutional "lack of intent" rather than a shortage of rules or financial allocations. Recalling her field experiences - including stalled school construction projects and unresolved land matters during her tenure as a district magistrate - Divya Mittal argued that administrative reforms require bigger structural changes and proactive public accountability.

Confirming that she will not stand "under any flag" or join an existing political formation, Mittal emphasized that her political trajectory will not be driven by conventional vote-bank mechanics, caste calculations, or muscle power. Instead, she aims to focus on long-term governance, youth employment concerns, and administrative transparency. Calling Uttar Pradesh her core "karmabhoomi", Mittal appealed to citizens from diverse backgrounds to support her independent initiative.
