India’s thermal power sector is confronting a sudden supply strain as central data shows dozens of coal-fired generating stations operating with critically low fuel inventories. According to the latest figures from the Central Electricity Authority (CEA), 58 thermal power stations nationwide have been categorized as holding critical coal stocks-defined as inventory levels falling below 25% of their prescribed operational requirements. The affected facilities encompass domestic coal-based units, imported coal plants, and captive generation stations, creating localized fuel deficits across several grid regions.

Monsoon Disruptions and Surge in Electricity Demand

The current squeeze stems from a combination of adverse weather patterns and elevated power consumption. Unusually high late-summer heat and humidity across large parts of the country pushed electricity demand to near-record levels, fueled heavily by residential and commercial cooling loads. At the same time, heavy monsoon rainfall in key coal-mining belts—including Odisha, Jharkhand, and Chhattisgarh—temporarily flooded open-cast mines and impaired haulage tracks. While pithead stockpiles at mining sites remain substantial, moving the raw fuel from eastern coalfields to distant power plants created immediate logistical bottlenecks. India Has 123 Million Tonnes Coal Reserve, Enough for 51 Days: G Kishan Reddy.

Government Downplays Systemic Shortage Concerns

Union Coal Minister G. Kishan Reddy sought to allay public concerns regarding potential power outages, emphasizing that the country holds adequate total reserves. National coal availability—including stockpiles at mine pitheads, power plant yards, and transit systems—stands at approximately 123 million tonnes, which is sufficient to cover 51 days of national consumption, according to government statements. State-owned Coal India Limited continues to hold over 70 million tonnes at pitheads alone, indicating that the primary challenge is transport and logistics rather than absolute resource availability.

Emergency Transport and Capacity Management Measures

To bridge the gap between mines and generation stations, the Ministry of Coal and Indian Railways have initiated emergency supply adjustments. Daily freight train (rake) allocations for coal movement to the power sector were increased significantly, rising from 370 rakes per day to over 440 rakes within less than a week. In addition, the Power Ministry advised select power generation companies to defer non-essential planned maintenance schedules to ensure peak operational capacity remains synchronized with the electrical grid while fuel dispatches stabilize. Global Coal Demand to Rise in 2026, India Consumption Seen Growing at 4.2% : IEA.

Grid Vulnerabilities and the Thermal Standard

Coal remains the backbone of India’s power infrastructure, accounting for nearly 75% of total electricity generation. While the rapid rollout of solar and wind capacity has reshaped daytime power generation, thermal plants remain essential for meeting evening peak demand and providing base-load stability. Seasonal fuel crunches of this nature highlight the ongoing vulnerability of long-distance rail haulage systems, prompting calls for long-term investments in dedicated freight corridors, pithead power station expansions, and enhanced regional storage capacity to prevent future grid instability.
