Normal life was severely disrupted across Manipur on Tuesday as a 48-hour shutdown called by the Native People Committee Manipur (NPCM) over the killing of three Meitei civilians led to the closure of markets, educational institutions and business establishments. Public transport remained largely off the roads as protesters blocked roads and demanded action against those responsible for the killings.

The shutdown began at midnight on October 19 and was observed across the state, with significant disruptions reported in the five valley districts of Imphal East, Imphal West, Thoubal, Bishnupur and Kakching. Security was tightened in and around Imphal amid concerns over further violence. Manipur: Protesters Burn Effigies of CM, Deputy CM, Others over Civilian Killings; Demand Resignations.

Three Meitei Civilians Killed in Manipur Attack

The shutdown followed an attack on a group of villagers collecting firewood near the Khongbal Tangkhul foothills in Kangpokpi district on October 19. According to police, suspected armed militants opened fire on the group, killing three Meitei civilians and injuring several others. The victims were identified in media reports as Lairenpakpam Inaobi Meitei, 40, Aribam Noni Meitei, 35, and Ksh. Sushil Singh, 30. Reports differed on the number of people injured, with police accounts cited by different outlets putting the figure at three or four.

The killings triggered protests, with residents bringing the bodies of two victims to the residence of Chief Minister Yumnam Khemchand Singh in Imphal to demand accountability and stronger security measures.

NPCM Shutdown Closes Markets, Schools and Offices

Members of the NPCM staged demonstrations and blocked roads in several areas, particularly in Imphal East and Imphal West. Shops, markets, educational institutions and many government and private offices remained closed, while public transport services were largely suspended. Protesters also burnt tyres and blocked roads at locations including Kwakeithel, Chingmeirong and Khurai Lamlong, disrupting traffic. Health services and other essential services were exempted from the shutdown, according to reports. Manipur: NPCM’s 48-hour Shutdown over Killing of 3 Meitei People Cripples Normal Life.

The NPCM has demanded decisive action against the armed groups allegedly responsible for the attack, improved security in vulnerable areas and a transparent investigation. The organisation has also raised demands concerning unauthorised armed camps and the Suspension of Operations agreement.

Three Suspects Arrested, Arms Recovered

Manipur Police arrested three people in connection with the October 19 attack, according to reports published on October 20 and 21. Security forces also recovered weapons, ammunition and explosives, including three improvised explosive devices (IEDs), officials said. Additional Director General of Police Lhari Dorjee Lhatoo said action had been taken in connection with the attack. Further investigation is required to establish the full circumstances of the killings and the alleged involvement of those arrested.

The state government has also stepped up security in vulnerable areas. Chief Minister Yumnam Khemchand Singh condemned the killings and directed officials to strengthen security arrangements to prevent further attacks.

Separate Killing of Kuki-Zo Man Raises Fresh Concerns

In a separate incident on October 20, a man from the Kuki-Zo community was shot dead by unidentified assailants in a forested area near P. Molding village in Kangpokpi district, The Indian Express reported. The victim, identified as Paolen Khongsai, was reportedly collecting bamboo shoots with another man, who escaped unharmed. Police registered a case in connection with the killing. The incident came a day after the deaths of the three Meitei civilians and has added to concerns about the fragile security situation in the state.

Meanwhile, the Committee on Tribal Unity (CoTU), a Kuki-Zo organisation based in Kangpokpi, announced a separate 24-hour shutdown from midnight on October 20 to midnight on October 21. The organisation cited concerns over arrests linked to the Meitei civilian killings and the separate death of a Kuki-Zo man.

Manipur's Security Situation Remains Tense

The latest incidents have renewed concerns over the risk of further ethnic violence in Manipur, where tensions between Meitei and Kuki-Zo communities have persisted since the outbreak of widespread violence in May 2023. The shutdown and competing protests have placed renewed pressure on authorities to ensure civilian safety, investigate the killings impartially and prevent retaliatory attacks. The investigations into both incidents remain crucial to establishing responsibility and restoring confidence in security arrangements.
