Mumbai Metro Accident: Man Dies After Iron Barricade Falls on Bike, MMRDA Imposes INR 2 Crore Fine

A 54-year-old plumber was killed in Vikhroli after an iron barricade installed for ongoing Metro construction fell on his moving two-wheeler on LBS Road on September 18. The deceased, identified as Wasi Haider Ismaili, was travelling towards Mulund for work when the incident occurred near the Rosary building at around 11.30am. The MMRDA has since imposed an INR 2 crore penalty on contractor Godrej & Boyce based on preliminary findings and ordered a detailed inquiry.

The incident has led to both a police investigation and an administrative probe. According to the complaint filed by Ismaili’s son, the barricade had not been secured properly and adequate precautions had not been taken, Times of India reported. MMRDA, however, said its preliminary assessment was that the bikers may have collided with the barricades, following which they fell. Mumbai Metro Accident: What Happened In Vikhroli

Ismaili, a resident of Ghatkopar, had left home for work and was travelling towards Mulund when the incident took place near the upcoming Metro station area on LBS Road.

The FIR lodged by his son states that the family received a call at around 11.54am informing them that Ismaili had met with an accident near the Rosary building. He was rushed to Rajawadi Hospital and admitted to the emergency ward. Police Case Over Alleged Negligence

Parksite police have registered a case following the family’s complaint. The complaint names “the project director, manager, site supervisor and the company involved in the Metro work, alleging negligence.”

The police investigation is focused on the circumstances surrounding the barricade and whether required safety measures were followed at the construction site. Hindustan Times reported that the FIR was registered under Section 106 of the Bharatiya Nyaya Sanhita, relating to causing death by negligence. The allegations made in the complaint remain subject to investigation.

MMRDA Imposes INR 2 Crore Penalty

The Mumbai Metropolitan Region Development Authority has ordered a separate detailed inquiry into the incident. Based on its preliminary findings, the authority imposed an INR 2 crore penalty on contractor M/s Godrej & Boyce. MMRDA said the inquiry will examine the circumstances of the accident as well as compliance with prescribed safety protocols.

“MMRDA reiterates that safety at all project sites is of paramount importance and any lapse in prescribed safety measures will be dealt with strictly,” an MMRDA official said. The authority said further action, if required, would be considered after the detailed inquiry is completed.

Two Versions Of How The Accident Happened

The family’s complaint alleges that the iron barricade had not been properly secured before the accident. It also alleges that adequate precautions had not been taken by the site supervisor. MMRDA has presented a different preliminary possibility. An official said the agency’s assessment was that the bikers may have collided with the barricades, causing them to fall.

The authority has not presented that preliminary assessment as a final finding. The exact circumstances are expected to be established through the ongoing police investigation and MMRDA inquiry.

Wider Safety Concerns Around Metro 4

The Vikhroli incident comes days after two workers were killed when an iron staging structure collapsed at the under-construction Metro 4 Bhakti Park station in Wadala on September 12. MMRDA subsequently initiated action following that incident.

It also follows a February 14 accident in Mulund involving a precast parapet slab that fell onto the road, killing one person and injuring three, according to the Times of India.

Hindustan Times reported that the Vikhroli death is the fourth fatality linked to three Metro 4 construction incidents since February. The previous incidents included the Wadala staging collapse and the February accident in Mulund.

The police and MMRDA inquiries will determine how the barricade came down and whether prescribed construction-site safety measures were followed. For now, the INR 2 crore penalty is based on MMRDA’s preliminary findings, while the police case is based on allegations made by the victim’s family. The final findings of the investigations will establish responsibility for the accident.
