What Are New Rules and Guidelines for Vande Mataram

The Centre has issued new guidelines for singing and playing Vande Mataram, prescribing the full six-stanza version with a duration of 3 minutes and 10 seconds at designated official events. The National Song must precede Jana Gana Mana when both are performed. The rules have gained attention amid the Sonia Gandhi and Eknath Shinde Vande Mataram controversies.

The Centre has issued new guidelines governing the rendition of Vande Mataram, India's National Song, specifying the official version, duration, occasions for its performance and the protocol to be followed. Under the guidelines issued by the Union Home Ministry, the full six-stanza version should be sung or played at designated official functions, with the prescribed rendition lasting about 3 minutes and 10 seconds.

The guidelines have gained renewed attention after separate political controversies involving the song. The BJP and Congress clashed over the rendition of the full version at the Congress headquarters on Independence Day, while a separate mix-up at a government event in Maharashtra saw a Lata Mangeshkar version played instead of the official National Song, prompting Deputy Chief Minister Eknath Shinde to apologise. ‘Vande Mataram’ Mix-Up at Thane Event: Lata Mangeshkar Version Played, Eknath Shinde Apologises (Videos).

What Are The New Vande Mataram Guidelines?

The Union Home Ministry's guidelines standardise how Vande Mataram is to be sung or played at official events and other specified occasions. The official version comprises all six stanzas of the composition by Bankim Chandra Chatterjee and has a prescribed duration of approximately 3 minutes and 10 seconds.

The guidelines also specify the order of performance when both the National Song and National Anthem are included in the same programme. Vande Mataram must be performed first, followed by Jana Gana Mana. Vande Mataram Gets Same Legal Protection as National Anthem After President Droupadi Murmu’s Assent.

When Must Vande Mataram Be Played?

The official version is prescribed for several formal occasions, including:

  • Civil investiture ceremonies.
  • The arrival and departure of the President at formal state functions.
  • The arrival and departure of the Governor at formal state functions.
  • When the National Flag is brought on parade.
  • Before and after the President addresses the nation through radio or television.
  • The unfurling of the National Flag.
  • Government and ceremonial functions.
  • Cultural occasions.
  • Schools and educational programmes.

The guidelines also provide for the National Song at certain public functions involving the President.

What Is The Protocol For The Audience?

The guidelines state that people present at assemblies where the National Song is performed should stand at attention.

There is, however, a specific exception for cinema and film screenings. When Vande Mataram is played as part of a newsreel, documentary or film, audiences are not expected to stand because doing so could disrupt the screening.

When the song is performed by a band, the guidelines also prescribe a formal beginning, including a drum or bugle signal before the rendition.

Why Is The Full Six-Stanza Version Important?

The guidelines identify the six-stanza composition by Bankim Chandra Chatterjee as the official version of the National Song. The prescribed duration of 3 minutes and 10 seconds distinguishes the full official rendition from shorter or adapted versions that have been performed in different cultural and musical settings.

The Centre's protocol was issued as India marks the 150th anniversary of Vande Mataram, adding further attention to the song's official rendition this year.

Sonia Gandhi Vande Mataram Row

The new protocol has also become part of a political dispute following the Congress's Independence Day programme in New Delhi. On August 15, BJP leaders accused Congress Parliamentary Party chairperson Sonia Gandhi of objecting to the full rendition of Vande Mataram during the party's Independence Day event.

The Congress rejected the allegation. It said Gandhi was asking for a chair for Congress president Mallikarjun Kharge, who had been standing for some time, and that there had been no attempt to interrupt the song. The full version was ultimately sung at the Congress headquarters.

The dispute followed the circulation of video footage from the event, with BJP and Congress leaders offering different interpretations of what happened. The controversy continued after Union Home Minister Amit Shah accused the Congress of disrespecting the National Song. Congress leaders have rejected the allegations.

Eknath Shinde Vande Mataram Goof-Up  In Thane

A separate incident in Maharashtra highlighted the practical importance of following the prescribed version. At a government event in Thane, a Bollywood version of ‘Vande Mataram’ sung by Lata Mangeshkar was played instead of the original national song.

Deputy Chief Minister Eknath Shinde was present at the programme and apologised for the mistake. He said such errors should not occur during programmes connected with patriotism and called for special caution during such events.

The incident took place during the concluding ceremony of a Transport Department campaign aimed at teaching Marathi to non-Marathi speakers. Ministers Uday Samant and Pratap Sarnaik were also present.

The audience stood for approximately four minutes while the incorrect version was played. The national anthem and Maharashtra's state song were played after the incident.

What Is The Correct Order For Vande Mataram And Jana Gana Mana?

The order is straightforward: Vande Mataram comes first and Jana Gana Mana follows. The Home Ministry's guidelines specifically state that when the National Song and National Anthem are both part of an event, the National Song should be sung or played first.

This distinction is important because Vande Mataram is India's National Song, while Jana Gana Mana is the National Anthem.

What Should People Know About The New Rules?

The new guidelines are primarily a protocol for the rendition and observance of the National Song at specified official and ceremonial occasions.

They establish the official six-stanza version, set its approximate duration, specify when it should be performed, require it to precede the National Anthem when both are included, and prescribe standing at attention during its formal rendition, subject to the stated film-screening exception.

The recent Sonia Gandhi and Eknath Shinde controversies have brought these protocols into sharper public focus, particularly over which version of Vande Mataram should be played at official programmes.
