Hoteliers across Maharashtra are increasingly hiring former Food and Drug Administration (FDA) and Food Safety and Standards Authority of India (FSSAI) officials as private consultants to conduct pre-emptive mock audits of their kitchen facilities. The proactive hiring wave comes as the state's hospitality sector responds to an aggressive enforcement campaign led by FDA Commissioner Tukaram Mundhe, which has targeted hygiene and licensing violations across restaurants, clubs, and institutional canteens throughout the state.
Preventive Audits and Consulting Demand
With regulatory scrutiny at an all-time high, establishments are bringing in former inspectors to identify compliance gaps before official enforcement teams arrive. "Earlier, we used to do liaison work on behalf of hotels to obtain various approvals. Ever since the new FDA commissioner has taken charge and a crackdown has begun, we are being sought out by hotels and restaurants to inspect their premises and check for gaps that can be plugged in case there is an FDA raid," Dhiraj Wankhede, a former FSSAI official, told Mumbai Mirror.
Wankhede added that while kitchen layouts are frequently constrained by spatial limitations, restaurant operators are now prioritising kitchen standards in ways they rarely did in the past. "Now the kitchen has become a priority for the hotel industry," he noted.
Industry Concerns Over Enforcement Approach
Mundhe's campaign has generated considerable anxiety within the state's restaurant industry. High-profile enforcement actions - resulting in license suspensions or premises being sealed at establishments across Mumbai, including prominent restaurants and institutional facilities - have caught many operators unprepared. Speaking on the condition of anonymity, several hoteliers expressed concern that immediate suspensions without a preliminary grace period or formal warning window to rectify minor infractions were causing significant financial disruptions for owners and employees.

Satish Shetty, a managing committee member of the Indian Hotel & Restaurant Association (AHAR), confirmed that hospitality businesses are actively engaging food safety experts to navigate the regulatory environment. While acknowledging that compliance has taken centre stage, Shetty also pointed out that regulations are "often... interpreted by overzealous officials," making independent prior audits a valuable safeguard for operators.
Industry representatives note that while larger establishments and major restaurant chains are retaining professional consultants, smaller eateries are relying on internal resources to ensure their operations meet regulatory standards.
