The Garhi Sampla-Kiloi Vidhan Sabha constituency falls in the Rohtak district and Parliamentary constituency of Haryana. The constituency has been known to be the stronghold of former Haryana chief minister and Congress leader Bhupinder Singh Hooda, who is a two-time MLA from the seat and has now won a third term on the seat. Hooda defeated Satish Nandal of the BJP by a huge margin. It is a rural constituency and, hence, development remains the top issue on this seat. Voting for Assembly Elections 2019 in Garhi Sampla-Kiloi took place on October 21. The counting of votes took place on October 24.

The last date for filing nominations for the Haryana Assembly polls was October 4 while the deadline for withdrawing nominations was October 7. The ECI used close to 1.3 lakh Electronic Voting Machines (EVMs) in Haryana.

The Assembly polls come just months after the Bharatiya Janata Party (BJP) returned to power after a massive victory in the Lok Sabha Elections 2019. Voting for the 90-seat Haryana Assembly and 288-seat Maharashtra Assembly took place on October 21 while the results were declared on October 24.
