NCP was asked to form the government after BJP and Shiv Sena failed to gather the numbers required for government formation. Sena had expressed their will to stake a claim, but could not produce the letter of support from the Congress and the NCP by the deadline imposed by Governor. The allies of 30 years, Sena and BJP, were engaged in a "50:50 formula" of equal distribution of cabinet portfolios and Chief Minster's post for 2.5 years each.
