The P.C. Ghose Commission has held then Chief Minister K. Chandrasekhar Rao (KCR) directly and vicariously accountable for irregularities in planning, execution, completion, operation and maintenance of the crucial Kaleshwaram Lift Irrigation Project in Telangana.
