CCTV footage recorded video of at least 12 sand-laden tractors breaking the toll barricade and speeding past it in Agra on Sept 4. The tractors reportedly belong to the sand mafia in Saiyan Police Station Area. Toll workers tried to stop the tractors by shouting, and hitting with sticks, but failed.
