BCCI VP Rajiv Shukla Issued Conflict of Interest Notice by Justice Arun Mishra, Lalit Modi Reacts
BCCI Vice President Rajiv Shukla has been served an official notice by BCCI Ombudsman Justice Arun Mishra concerning conflict of interest and constitutional breaches, following a complaint by Upendra Yadav on July 25, 2026. The notice, also naming UPCA officials, stems from alleged infringements of BCCI Rule 38.
A significant administrative tremor has hit Indian cricket with BCCI Vice President Rajiv Shukla receiving an official notice from former Supreme Court Judge Justice Arun Mishra, who serves as the BCCI Ombudsman and Ethics Officer. The notice, issued on August 9, 2026, stems from a formal complaint alleging conflict of interest and constitutional breaches within national and state cricket associations. Lalit Modi Calls for End of ODI Cricket to Save Tests and T20s.
The matter was thrust into the public spotlight after controversial former Indian Premier League (IPL) Chairman Lalit Modi posted a copy of the legal document on X (formerly Twitter) on August 10, 2026 and wrote, "finally a notice to @ShuklaRajiv from justice Arun mishra. About time the crooks are removed from this beautiful game of cricket."
Modi, known for his cryptic messages concerning cricket administration, praised the Ethics Officer's decisive action, amplifying scrutiny on the Board of Control for Cricket in India (BCCI) and its affiliates.

The Complaint and Key Allegations
The official order follows a complaint filed by Mr. Upendra Yadav on July 25, 2026. The notice names Rajiv Shukla as a respondent, alongside Uttar Pradesh Cricket Association (UPCA) joint secretary Omer Mustafa Hassan and treasurer Sachin Anand Shukla. Additionally, a complaint from former player Rajesh Srivastava to the UPCA on July 15, 2026, is referenced in the matter.
The core of the complaint revolves around alleged gross infringements of Rule 38 of the BCCI constitution. This rule strictly prohibits administrators or their close relatives from holding commercial interests in the Board's activities or tournaments. Specifically, the complaint cites Rule 38(4)(a) and Rule 38(4)(p), which guard against direct or indirect interference in cricket administration when a conflict of interest exists. The petitioner has made allegations concerning Shukla's influence on administration and his holding of dual positions within both the state association (UPCA) and the national association (BCCI).
After reviewing the submitted affidavits, Justice Arun Mishra determined that show cause notices should be dispatched to all three respondents: Rajiv Shukla, Omer Mustafa Hassan, and Sachin Anand Shukla.
Four-Week Timeline Set
Justice Mishra has mandated that the respondents file their written explanations within four weeks of receiving the notice. Following this period, the complainant will be responsible for filing a rejoinder statement within seven days, paving the way for further hearings in the matter.
As of now, neither Rajiv Shukla nor the BCCI has issued any public comments regarding the notice or Lalit Modi's social media post. The issue is expected to proceed through the standard legal and constitutional procedures established within the BCCI Ombudsman's office, marking another chapter in the ongoing efforts to ensure transparency and ethical conduct in Indian cricket administration.
