Modus Operandi and Coercion Tactics
According to the US Department of Justice, Thomas carried out the exploitation scheme between March and October 2020. Posing as the leader of a criminal organisation, Thomas subjected the girls to intense psychological intimidation. He threatened victims and their families with physical violence unless they complied with demands to engage in s*xually explicit conduct, produce explicit imagery and videos, participate in video calls, and recruit other minors into group chats. Investigators also confirmed that Thomas physically assaulted multiple victims and documented the abuse electronically.
Investigation and Prosecution
Law enforcement intervention began when the Fairfax County Police Department arrested Thomas in October 2020 following reports of s*xual and physical abuse. Subsequent forensic analysis of seized electronic devices uncovered extensive evidence of CSAM and recordings of the assaults.
