According to his complaint, Lochab was participating in the ‘Sansad Chalo’ protest organised by CJP on 20 July. He said that around noon, police began a lathi-charge and protesters were attempting to move away amid what he described as a stampede-like situation. Lochab said he ran towards Palika Bazar while “holding the national flag”.

According to the FIR, Lochab alleged that he then felt something burst near the right side of his body, including his chest, arm and eye.

“As my face was turned the other way, I felt something burst near the right side of my body, chest (near heart), arm, and eye. Looking back, I saw a person in a blue uniform carrying a large gun who fired multiple metallic pellets (4 to 5 times) at me,” the FIR read. “I bled heavily from my eye, face, hand, and chest, losing vision in my right eye,” Lochab added in his complaint.

Over 200 Pellets Allegedly Found In Body

Lochab said people at the scene helped take him to Lady Hardinge Hospital before he was shifted to Safdarjung Hospital and subsequently AIIMS. “After being admitted to AIIMS Trauma Centre I underwent first surgery on the right eye,” the FIR read.

According to Lochab’s account of his medical records, doctors recorded that the injury was caused by small metallic pellets, with less than a 1% chance of vision recovery. “CT Scan revealed over 200 metallic pellets embedded across my body (eye, neck, chest near heart, jaw, arm). Two pellets are lodged deep behind the right eye socket near nerves and cannot be removed,” the FIR read.

He subsequently underwent further eye surgery at RPC Eye Center, AIIMS, on 25 July and 1 August, 2026. “Doctors noted no improvement and stated chances of vision returning remain virtually zero”, the FIR read.

What Did Lochab Seek In His Complaint?

Lochab described himself as a peaceful student protester who had permanently lost vision in one eye. He asked police to immediately register an FIR and preserve CCTV and drone footage from several locations, including Jantar Mantar, Sansad Marg, Connaught Place, Patel Chowk and Rajiv Chowk.

He also sought preservation and forensic examination of pellets extracted during surgery and requested consideration of compensation for his medical treatment.

Delhi Police subsequently registered an FIR against an unidentified person in connection with the alleged pellet injuries. The case marks the first formal police action following Gandhi’s demand for an FIR during his protest outside Parliament Street police station. The investigation will now determine how Lochab sustained the injuries, identify the person responsible and establish the circumstances surrounding the alleged firing of pellets.
