NASA Chief Jared Isaacman Outlines Plan To Rebuild Agency, Reduce Outsourcing

NASA Administrator Jared Isaacman has outlined a broad vision for reshaping the US space agency, saying NASA will rebuild its in-house workforce, reduce dependence on outsourced staffing and redirect resources toward national space priorities. In a post on X, Jared Isaacman said the agency is returning to an approach centered on technical excellence, engineering capability and mission execution, while moving away from programs that have struggled to deliver results.

The remarks build on a series of workforce and organisational initiatives announced since Isaacman took office, including efforts to strengthen NASA's core competencies, streamline operations and align investments with the administration's national space policy. NASA Will Restore Core Competencies and Accelerate Space Goals

In his statement, Isaacman said NASA's global reputation was built through ambitious achievements and argued that the agency had, at times, moved away from the pace that defined earlier programs such as Mercury, Gemini, Apollo and the Space Shuttle.

In some years past, we became comfortable moving at a different pace, one inconsistent with Mercury, Gemini, Apollo or Shuttle. We started outsourcing capabilities that should be essential to any organization built around technical, operational and engineering excellence."

He added that efforts to satisfy multiple priorities often delayed projects and increased costs.

"For a period of time, we tried to make everyone happy. In most cases, that means no one is happy, because the headlines the interested public was waiting to read took far too long, cost way too much and, in many cases, were never realized at all."

Workforce Rebuilding and Program Changes

Isaacman praised NASA employees and said the agency is working to restore the culture that enabled many of its historic accomplishments.

"The best and brightest across NASA show up to work each day looking to change the world, and that meant dusting off the playbook from decades past and getting after it."

He said NASA is increasing its in-house capabilities while reassessing projects that are not meeting expectations.

"We are rebuilding the workforce after a level of outsourced staffing that was indefensible. We are pausing and pivoting away from programs that were not on a path to success, freeing up billions of dollars in resources, and refocusing on the President’s national space policy and the objectives outlined through Ignition, including the missions no other agency, company or even nation is capable of achieving. And we are off to a good start."

Isaacman concluded by saying the agency intends to follow the approach that previously led to many of NASA's landmark achievements. "This is how NASA made the history that inspired so many of us, and this is how we will do it again."

The comments are consistent with NASA's recently announced strategy to strengthen internal engineering expertise, reduce reliance on contractors for core functions where appropriate and concentrate funding on high-priority exploration programs. Agency leadership has said the changes are intended to improve efficiency, accelerate mission delivery and support long-term objectives, including sustained lunar exploration, future Mars missions and commercial partnerships.
