The National Council of the Joint Consultative Machinery (NC-JCM) will convene a key meeting on April 13, 2026, to finalize the common memorandum for the 8th Pay Commission, a development closely watched by millions of central government employees and pensioners across India.
The meeting of the drafting committee follows earlier consultations held on March 12, where representatives from various employee groups began consolidating their demands. A major focus of the discussions is the response to an 18-point questionnaire issued by the Pay Commission. NC-JCM (Staff Side) Secretary Shiva Gopal Mishra has also urged the panel to consider nine additional points reflecting current economic realities before finalizing the memorandum.
Among the most anticipated outcomes is the decision on the “fitment factor,” a key multiplier used to revise basic pay. While no official figure has been announced, employee unions are pushing for a fitment factor of at least 3.25. If accepted, the minimum basic pay, currently ₹18,000 for Level 1 employees, could see a significant increase, along with a proportional rise in allowances such as House Rent Allowance (HRA) and Travel Allowance (TA).
Dearness Allowance (DA) revisions are also in focus. Estimates suggest a possible 2% hike, taking DA from 58% to 60%.
