A video showing the alleged rape and assault of a woman in a hotel room in Begusarai, Bihar, circulated widely on social media on Tuesday, September 29, prompting police action and sharp criticism from the opposition Rashtriya Janata Dal (RJD). One accused has been arrested in connection with the case.

Incident Details and Viral Video

The victim, associated with a Self-Help Group under the JEEViKA programme in Begusarai, alleged that the assault occurred on Monday morning, September 28. According to her complaint, she was collecting loan repayments when a neighbour, Vikram Sahni, persuaded her to board his motorcycle. He took her near Alka Cinema, where Rohit Kumar was waiting. The two men then took her to a nearby hotel under the pretext of a conversation.

Inside Room No. 203 of Hotel Blue Diamond on NH-31, police said, the accused locked the door, assaulted her at knifepoint, raped her, and recorded the act. The video was later circulated online. The victim managed to leave the hotel and informed her family. She later recorded her statement before a court under Section 183 of the Bharatiya Nagarik Suraksha Sanhita.

Police Investigation and Arrest

Begusarai Nagar police registered an FIR on Monday evening, September 28, after the family lodged a complaint. The case has been booked under multiple sections of the Bharatiya Nyaya Sanhita relating to rape, assault, and criminal intimidation, as well as provisions of the Information Technology Act concerning the recording and circulation of the video. Police inspected the crime scene and collected evidence with the help of a Forensic Science Laboratory team.

CCTV footage from the hotel showed Rohit Kumar entering the room alone at 7:01 AM on September 27. The victim entered the hotel at 7:33 AM, and both were seen entering the room together. They exited at 12:33  PM. Vikram Kumar Sahni, one of the two accused named in the FIR and described as the brother-in-law of the other accused, has been arrested. Raids are continuing to apprehend Rohit Kumar. The victim was taken for medical examination at Sadar Hospital, Begusarai, under the supervision of a female police officer. Begusarai Police confirmed the arrest of one accused in a post on X.

RJD's Reaction To Rape and Viral Video

RJD leaders criticised the state government over the incident. The party’s official handle stated that a woman was subjected to rape at knifepoint and that an obscene video was made and circulated on social media. It alleged that police registered the FIR only after the video went viral. Leader of the Opposition Tejashwi Yadav described the incident as heinous and claimed that an atmosphere of insecurity and injustice prevailed in Bihar. He said the state was being ruled in a manner that left women vulnerable and criticised the silence of the central government.

In another post, RJD questioned why such crimes occur, alleging that criminals act with the belief that the government is ineffective and the police are corrupt. The party said action is taken only when videos go viral and public pressure mounts, while many other cases of serious crime see little response.
