Kalyan Dog Bite: Dr Sandeep Pagare Gets Show-Cause Notice for Claiming 110-130 People Bitten by Stray Dog
KDMC issued a show-cause notice to Dr Sandeep Pagare after he told media 110-130 people were bitten by one stray dog in Kalyan’s Khadakpada area. A discrepancy has emerged in the reported number of people bitten by a stray dog in Kalyan, Maharashtra, after the Kalyan-Dombivli Municipal Corporation (KDMC) issued a show-cause notice to a medical officer for providing unverified figures to the media.
Official records from Rukminibai Hospital showed 58 patients treated for dog bites on Sunday, August 9. Medical officer Dr Sandeep Pagare had told media outlets that 110 to 130 people were bitten, primarily by one white stray dog near Sandeep Hotel in the Khadakpada area.
Initial Reports and Search Operation
On Sunday afternoon, a white stray dog turned aggressive near Sandeep Hotel in Adharwadi/Khadakpada, Kalyan West, and attacked people passing through the area. Victims included pedestrians and residents. Many sought treatment at the civic-run Rukminibai Hospital, where they received anti-rabies injections.

Personnel from the Khadakpada and MHB police stations, along with KDMC’s stray dog department, local corporators and workers, launched a search. The dog was caught around 1:30 am after several hours.

KDMC Commissioner Abhinav Goyal later stated that the particular dog had bitten around 10 to 12 people. Hospital records confirmed 58 patients treated that day, including some from the Sandeep Hotel area. Additional dog-bite cases were reported in other parts of Kalyan, including near the railway station, in the following hours and the next day. Show-Cause Notice Issued
KDMC Medical Health Officer Dr Deepa Shukla issued a show-cause notice to Dr Pagare. The notice cited the gap between official hospital records (58 patients) and the higher figures he shared with media without verification.
Authorities said Dr Pagare bypassed the prescribed communication process and did not inform the medical health department head or public relations department before speaking to the media. The information reportedly contributed to public panic. He was given 24 hours to respond. Failure to reply could lead to further action.

Dr Pagare had also mentioned an 11-year-old girl with serious injuries who was shifted to Lokmanya Tilak Hospital in Sion. Officials later indicated her condition improved.
The incident drew attention to KDMC’s dog sterilisation and vaccination efforts. The municipal sterilisation centre had been non-functional for about two years. Commissioner Goyal inspected the facility and said capacity would be increased, with plans for special teams to catch, sterilise and vaccinate dogs across wards. The civic body aims to handle 40-50 or more dogs daily and has engaged an NGO for population management.
