Maharashtra Announces 10% Water Cut Across Urban and Rural Areas Starting October 16; Here's Why

Citing a deficient monsoon and potential drought-like conditions linked to the El Niño effect, the Maharashtra government announced on Monday, October 5, that it will enforce a minimum 10 per cent water cut across all urban and rural local bodies starting October 16. State Water Resources Minister Girish Mahajan stated that the administration has formulated comprehensive dam-wise and use-wise allocations for available water stocks through August 31, 2027.
Prioritising Drinking Water and Conservation Measures
Addressing media and administrative guidelines, Mahajan emphasised that drinking water will remain the state's absolute priority, reports PTI. "Drinking water will be given the highest priority. In addition to the mandatory supply reduction, local governing bodies have been instructed to execute special drives targeted at preventing pipeline leakage. Municipalities must also operate sewage treatment plants (STPs) at full capacity, with recycled wastewater redirected toward non-potable uses such as gardening, construction, and vehicle washing.
Mandates for Industries and Agriculture
The state's resource management framework extends strict protocols to industrial and agricultural sectors:
- Industrial Compliance: Commercial and manufacturing facilities are mandated to reuse or recycle a minimum of 30 per cent of their total water consumption.
- Dam Reserves and Buffers: A 10 per cent emergency buffer stock will be maintained across individual reservoirs. Drinking reserves are secured through August 31, 2027, factoring in silt accumulation, evaporation, and unauthorised extraction.
- Agricultural Priorities: Water releases for irrigation will proceed only after fully satisfying drinking water, livestock, and fodder requirements. Enforcement and Crackdown on Illegal Extraction
To combat resource depletion, multiple state branches - including the Water Resources, Revenue, Agriculture, Industries, and Urban Development departments - are coordinating monitoring operations. Joint administrative and police patrols will target unauthorised water extraction networks spanning dams, canals, and natural riverbeds, with explicit orders to seize illegal pumps and unapproved extraction equipment. Officials have made a public appeal urging citizens and civic bodies to practice stringent water conservation as the state navigates the looming supply challenge.
