In a major push to streamline the electoral roll under the ongoing Special Intensive Revision (SIR) drive, Maharashtra Chief Electoral Officer (CEO) S. Chockalingam announced special weekend camps at polling stations across the state to help citizens rectify discrepancies in their voter records. Addressing the low public response to fixing voter record errors, the CEO confirmed that camps will be held at over 100,300 polling stations statewide, including 10,000 centres in Mumbai.

The initiative comes as the Election Commission of India (ECI) revised deadlines, extending the window for filing claims and objections to October 12, with the final voter list slated for publication on November 16. Maharashtra SIR: 2.07 Crore Voters Face Exclusion From Draft Electoral Roll After First Phase.

Streamlined Verification and Doorstep Services

To manage notices issued to 1.22 crore voters flagged for logical errors or missing document matches, the ECI has simplified verification protocols. Rather than requiring mandatory physical attendance at offices, Booth Level Officers (BLOs) will directly visit the homes of citizens flagged as "unmapped" or with discrepancies to collect verification documents.

  • Door-to-Door Collection: BLOs will collect paperwork directly from residences and upload records onto the official portal.
  • Relaxed Hearings: Virtual hearings will substitute physical appearances where necessary, and any adult family member is permitted to represent the voter.
  • Special Outreach: District Election Officers have been instructed to establish help desks for homeless citizens, migrant labourers, and night shelter occupants.

Out of 1.51 crore voters omitted from initial draft rolls, registration forms continue to be processed as district collectors ramp up student enrolment drives across junior and senior colleges. Maharashtra SIR: 1.80 Crore Names May Be Deleted From Draft Voter List Under ASDD Category.

Political Context and Background

The intensive revision has also sparked administrative friction. Political controversy erupted after the state government declared drought in 265 talukas without prior clearance from the Election Commission of India (ECI), despite the Model Code of Conduct (MCC) remaining in force for upcoming Maharashtra Legislative Council elections. Critics argue that extending relief concessions during the active code violates election guidelines.

The current SIR campaign represents the first comprehensive door-to-door electoral roll overhaul in Maharashtra since 2002. Driven by rapid urbanisation, migration records, and duplicate entries, authorities are working to finalise clean electoral databases ahead of upcoming polls.
