According to investigative filings by the central agency, the syndicate operated a multi-tier distribution model to handle leaked material across multiple states. Question paper sets were digitized into password-protected PDF files and transferred via cloud channels and messaging applications to prevent early detection by law enforcement agencies. Investigative findings indicate that the leak originated weeks before the national entrance test held on May 3, 2026. Suspects allegedly compromised internal handling protocols to extract question sets, which were then monetized and passed down to local intermediaries, coaching institute operators, and end candidates for sums ranging from several lakhs to tens of lakhs of rupees.
To secure digital transactions and maintain confidentiality within the network, the syndicate demanded physical collaterals from buyers, including original educational certificates and post-dated cheques, before sharing decryption passwords or accessing digital file links.
The CBI has filed formal charges against key operatives, including National Testing Agency (NTA) subject experts, coaching center managers, and facilitators under relevant provisions of the Bharatiya Nyaya Sanhita (BNS) and the Public Examinations (Prevention of Unfair Means) Act, 2024. Charges include criminal conspiracy, cheating, criminal breach of trust, and destruction of evidence. The 2026 National Eligibility cum Entrance Test (Undergraduate) was conducted for over 2.27 million candidates across India. Following widespread allegations of systemic breach and substantial overlap between sample "guess papers" circulated on messaging apps and the actual exam, the NTA officially cancelled the May 3 examination on May 12, ordering a national re-test that took place on June 21, 2026.
The ongoing legal proceedings before special fast-track courts in New Delhi continue as federal investigators track financial trails, digital forensic logs, and secondary distribution channels associated with the syndicate.
