Mumbai, May 25: A rapid series of fuel price revisions by state-run oil marketing companies (OMCs) has significantly altered the retail fuel landscape across India. Following a major fourth hike of INR 2.61 per litre for petrol on May 25, 2026, the cost of retail fuel has cumulatively risen by approximately INR 7.50 per litre since mid-May. Where Petrol Price Is Below INR 100 per Litre
As OMCs pass on the burden of elevated global crude costs to retail consumers, the ₹100-per-litre threshold has disappeared across almost all state lines. Only three regions continue to sell petrol below this benchmark, largely due to lower local taxation and unique geographic subsidies.
The Union Territory of Andaman and Nicobar Islands currently offers the cheapest fuel in the country, with petrol retailing at INR 88.66 per litre. On the mainland, Arunachal Pradesh remains below the line at INR 97.99 per litre, while the Union Territory of Dadra and Nagar Haveli and Daman and Diu hovers just under the threshold at INR 99.50 per litre. States Breaching the INR 110 Mark
At the upper end of the spectrum, ten states have seen retail petrol prices surge well past INR 110 per litre. This steep pricing is heavily concentrated in regions with higher state Value Added Tax (VAT) structures, additional road cesses, and localized transit costs.
Andhra Pradesh currently records the highest fuel costs in India, with petrol priced at INR 117.75 per litre. It is closely followed by Telangana at INR 115.73 and Kerala at INR 115.49.
The other states that have crossed the INR 110 milestone include:

- Bihar
- West Bengal (with Kolkata at INR 110.64)
- Rajasthan
- Maharashtra
- Sikkim
- Karnataka
Meanwhile, other major states like Tamil Nadu, Punjab, and Odisha are currently clustered in the INR 105 to INR 109 range.
Geopolitical Drivers and Under-Recoveries
The sharp price adjustments come after state-owned oil firms lifted a 76-day domestic price freeze on May 15. The domestic hikes are a direct response to sustained geopolitical volatility in West Asia and shipping disruptions in the Strait of Hormuz, which have kept the benchmark Brent crude basket averaging between USD 105 and USD 110 per barrel through most of May.
Prior to these revisions, Indian OMCs, including Indian Oil Corporation, Bharat Petroleum and Hindustan Petroleum, were absorbing massive structural losses, known as under-recoveries, estimated at nearly INR 1,000 crore daily. Industry analysts note that the four consecutive price hikes executed over the last 11 days have successfully cut those daily operational losses by approximately 44%, helping stabilize the financial position of the country's primary fuel distributors.
