PM Narendra Modi’s Chintan Shivir Begins Today: Reforms, Governance On Cabinet Agenda

Prime Minister Narendra Modi will chair a two-day ‘Chintan Shivir’ with Union Cabinet ministers in New Delhi on September 23 and 24. The Chintan Shivir is being held as a formal deliberation of the Union Council of Ministers, with Cabinet ministers participating in the focused discussions. The first session is scheduled for Wednesday, followed by a full-day programme on Thursday. Government sources said the exercise will focus on taking stock of work already underway, planning the road ahead and identifying new ideas, reforms and policy priorities. Viksit Bharat 2047 On The Agenda

A major focus of the deliberations will be the government’s long-term Viksit Bharat 2047 vision, which aims to chart a roadmap for India’s development by the centenary of Independence. The current exercise builds on work that began in 2021, when sectoral groups of secretaries were formed to prepare a Vision@2047 document along with short- and long-term roadmaps. Inputs from ministries, departments, the Cabinet Secretariat and NITI Aayog are expected to feed into the discussions. Areas under consideration include reforms, ease of living, reduction of compliance requirements and broader governance priorities.

Ministers To Discuss Governance And Reforms

The Chintan Shivir is expected to follow a thematic approach, with ministers working in groups on areas such as governance, communication, implementation and coordination. According to reports, several ministerial groups have already held preparatory meetings ahead of the main session. Presentations and discussions during the Shivir are expected to examine how government programmes can be implemented more effectively. The government has also been examining ways to improve communication around its programmes and strengthen coordination between ministries.

Meeting Comes Midway Through Modi Government's Third Term

The two-day meeting comes as the Narendra Modi-led government approaches the halfway point of its third term. Officials have described the exercise as part of a broader stocktaking and planning process rather than a standalone meeting. The government has also indicated that further Chintan Shivir sessions could be held after the September 23-24 discussions. There has been speculation in political circles about a possible Cabinet reshuffle.
