The CEO post was created in July, after the Trust undertook an exercise to identify a suitable candidate. The selection process received 5,585 applications, according to details later released by the Trust. A search committee was constituted on July 6. After multiple stages of screening and evaluation, 16 candidates were called for face-to-face interactions in Ayodhya on August 11 and 12. The Trust subsequently recommended three candidates, with Mishra being appointed as its first CEO on September 2.

The appointment had also faced questions over whether Mishra had participated in the CEO selection interviews. The Trust rejected those claims, stating that Mishra participated in the interview process on August 11 during the first session. It said the selection process was documented and that the final candidates were evaluated through the prescribed procedure. Reuters reported in July that the Trust reshuffled its leadership following allegations involving the theft of temple donations.

Mishra is a retired senior Indian Air Force officer who served for nearly four decades. Before retiring in April 2026, he headed the IAF's Western Air Command. He was serving as Air Officer Commanding-in-Chief of the Western Air Command during Operation Sindoor in May 2025. His appointment therefore brings a senior military administrator into the management of the Ayodhya temple trust, with the new role focused on administrative rather than military responsibilities.
