The Department of Telecommunications has directed operators to block new SIM card issuances to individuals holding nine or more mobile connections starting August 24, 2026. New Delhi, August 20: The Department of Telecommunications (DoT) has officially directed all telecom service providers to decline fresh mobile connections to individuals who already have nine active SIM cards registered in their name. Scheduled to take effect from August 24, 2026, the strict new mandate aims to curb cyber frauds, prevent identity misuse, and clamp down on illegal multiple-SIM acquisitions across the country.
As per a The Economic Times report, telecom operators must deploy appropriate technical and organisational safeguards to identify applicants exceeding the permitted limit. Under standard national guidelines, an individual is legally allowed to hold up to nine mobile connections across all operators, while the ceiling is capped at six for sensitive regions like Jammu and Kashmir, Assam, and the North-East.
Implementation via the Digital Intelligence Platform
To enforce the restriction efficiently, the DoT has instructed operators to utilize the centralized Digital Intelligence Platform (DIP). Starting August 23, the system will maintain and update a repository featuring representative photographs of subscribers who have reached their maximum permitted SIM limit.
When an individual attempts to acquire an extra connection past the threshold, operators must cross-verify applicant details against the DIP database. If the limit is already met, the system will automatically reject the application and notify the customer that they cannot legally obtain additional mobile numbers.
Interim Enforcement and Penalties for Violations
While full real-time API integration with the DIP platform must be streamlined by telecom providers before November 30, 2026, interim measures take effect immediately. During the transition phase, any connection mistakenly activated beyond the permitted limit for a single day will face immediate suspension until the discrepancy is resolved.
Furthermore, for users who already possess excess connections, numbers acquired at a later date will be flagged for priority disconnection. Authorities emphasize that closing these regulatory loops is crucial to tackling sophisticated financial cybercrimes, such as digital arrest scams, which frequently rely on fraudulently obtained or borrowed SIM profiles.
