Under the Telecom Consumer Protection (Thirteenth Amendment) Regulations, 2026, telecom operators are required to broaden their portfolio of Special Tariff Vouchers. The framework introduces options with validities of 30 days or less, replacing the restrictive 28-day cycle that previously forced consumers to complete 13 recharges across a standard 12-month calendar year.
Additionally, the guidelines mandate the introduction of vouchers designed to renew on the exact same date every month. If a specific month lacks a matching calendar date, the renewal cycle shifts automatically to the final day of that month. Operators must also ensure that appropriate tariff reductions are applied to these shorter-duration offerings.

Another major pillar of the updated regulations focuses on subscribers who rely strictly on voice calls and text messaging without requiring mobile internet access.
