Elon Musk Receives Ukraine’s Order of Freedom From Volodymyr Zelenskyy Amid Starlink Request

Elon Musk has been awarded Ukraine’s Order of Freedom by President Volodymyr Zelenskyy, even as Kyiv continues to seek Musk’s approval to expand Starlink access for Ukrainian drones operating inside Russia. The presidential decree, issued on August 26, cited Musk’s contributions to protecting human life and freedom and to relations between Ukraine and the United States.

The award comes amid a complicated relationship between Musk and Kyiv. SpaceX’s Starlink satellite network has been central to Ukraine’s military communications since Russia launched its full-scale invasion in 2022, while Musk has remained reluctant to allow Starlink terminals to operate over Russian territory, The Kyiv Independent reported. Zelenskyy Awards Musk Order Of Freedom

Zelenskyy’s presidential decree identifies Musk as an entrepreneur, engineer and head of SpaceX and Tesla. It says the Order of Freedom was awarded for “outstanding personal merits in protecting human life and freedom, developing relations between the peoples of Ukraine and the United States of America”.

The Order of Freedom is one of Ukraine’s state honours and can be awarded to both Ukrainian citizens and foreign nationals for contributions related to the country’s sovereignty, independence, democracy and protection of rights and freedoms. The decision represents a notable development in a relationship that has included both cooperation and public disagreements over how Starlink should be used in the war. Starlink Gen 2 Satellite Approval: Elon Musk’s Company Reportedly Reapplies to IN-SPACe for 30,000 LOE Satellites in India.

Why Ukraine Wants Starlink Over Russia

Kyiv is seeking broader access to Starlink-enabled drones to target Russian military assets inside Russia, including ballistic missile launchers.

Ukraine believes the technology could help it respond to Russian missile attacks by allowing drones to locate and strike mobile launchers when they move into firing positions. Zelenskyy has argued that broader Starlink access could reduce “precisely those capabilities that Russia is relying on to drag out the war.”

Musk has so far opposed allowing Starlink terminals to operate over Russian territory. A person familiar with the matter told The Kyiv Independent that Musk views such use as an “escalation” of the war.  Zelenskyy told reporters on August 22 that Musk could still change his position. “For now, Musk has said that this would be an escalation. But he may change his mind when he sees more arguments,” Zelenskyy told journalists last Saturday.

Starlink’s Role In Ukraine’s War Effort

Starlink has provided high-speed communications between Ukrainian combat positions and command posts and has become an important part of Ukraine’s military communications infrastructure.

When installed on drones, the system can provide a resilient communications link that is difficult to jam and is less constrained by the limitations of traditional radio systems. Ukrainian forces have increasingly used Starlink-enabled drones in Russian-occupied Ukrainian territory, particularly at ranges of 50-200 kilometers from the front line.  The drones have been used against Russian logistics routes and other military targets as Ukraine has expanded its strike campaign.

Starlink was activated over Ukraine in February 2022 after an appeal from then-Digital Transformation Minister Mykhailo Fedorov. Tens of thousands of terminals have since become important to Ukrainian communications, including military operations.

SpaceX Restricted Russian Starlink Access

The relationship between Starlink and the war has also involved Russian forces obtaining terminals despite SpaceX saying it did not sell the service to Russia or its military. In February 2026, SpaceX cut off Russian forces’ use of Starlink. Zelenskyy has credited the move with contributing to Ukrainian battlefield successes.

The restrictions have nevertheless highlighted the extent to which Ukraine depends on a privately controlled satellite network for military communications. Musk has previously imposed restrictions on Starlink use in areas of the conflict. His decision not to enable service around Crimea during a Ukrainian operation against Russia’s Black Sea Fleet became a major point of controversy.

Zelenskyy Says Musk Could Reconsider

Kyiv has continued talks with Musk despite his reluctance to approve Starlink use over Russia. Zelenskyy said on August 22 that his team and members of the Trump administration were continuing discussions with Musk and that Kyiv had received more encouraging signals.

Musk’s position remains significant because Starlink-equipped drones could provide Ukraine with a communications advantage for operations deep inside Russian territory. The request has also become more urgent as Kyiv seeks ways to counter Russian ballistic missile attacks and the launchers responsible for them.

Musk And Ukraine’s Complicated Relationship

Musk’s relationship with Ukraine has changed considerably since the beginning of Russia’s full-scale invasion.

He has been praised in Ukraine for making Starlink available when conventional communications infrastructure was under severe pressure. At the same time, he has repeatedly criticised aspects of Kyiv’s war strategy and questioned continued Western support for Ukraine.

Former Defense Minister Mykhailo Fedorov played a key role in establishing the relationship between Ukraine and SpaceX during the early stages of the invasion. Fedorov also later became involved in discussions about limiting Russian access to Starlink. The latest award comes as Kyiv seeks to preserve that working relationship while asking Musk to approve a significant expansion of Starlink’s role in Ukraine’s military operations.
