‘Absolutely No Ambiguity’: Pakistan Reaffirms Saudi Defence Pact After Houthi Drone Intercept Near Mecca

Pakistan has reaffirmed its commitment to the Mecca Joint Defence Agreement with Saudi Arabia and Türkiye, saying there is “absolutely no ambiguity” over the pact’s application as Houthi attacks intensify in the kingdom. The statement comes after Saudi Arabia said it intercepted a Houthi drone near the holy city of Mecca, while the Houthis denied targeting the city.

The latest development has put the recently established three-way defence arrangement under its first major security test. Pakistan has said the agreement provides for collective defence, but officials have not disclosed what form any military response would take.

Pakistan Says Mecca Pact Remains Applicable

Foreign Office spokesperson Sajjad Haider Khan said the details of any operational response—including when, where, how and what force could be used—would remain confidential at this stage. Defence Minister Khawaja Asif has also said Pakistan would stand by Saudi Arabia if the situation escalates. He previously stated that the pact could become operational if the conflict in Yemen spilled over into Saudi territory.

Saudi Arabia Intercepts Drone Near Mecca

The issue gained urgency after Saudi authorities said their air defences intercepted and destroyed a drone launched toward Mecca on Tuesday evening. According to the Saudi-led coalition, the drone was intercepted south of Mecca before it entered the restricted airspace around the holy city. The incident triggered a security alert in Mecca, as well as in Taif and Jeddah.

Saudi officials described the security of Mecca and the other Islamic holy sites as a red line. The Houthis, however, rejected the accusation and said they had not targeted Mecca or any other Islamic holy site. What Is the Mecca Defence Pact?

Pakistan, Saudi Arabia and Türkiye signed the Makkah Joint Defence Agreement on August 7, 2026. The agreement is intended to strengthen collective deterrence and provides that an armed attack against one member would be regarded as an attack against all three.

The pact's first meeting was held in Istanbul on August 31. The three countries agreed to strengthen defence cooperation, including joint activities, defence-industry cooperation and technology development. Pakistan was also given the initial responsibility for heading the alliance's secretariat for three years.

Houthi Attacks Escalate Across Saudi Arabia

The drone incident near Mecca follows a broader escalation involving Yemen's Houthi movement and Saudi Arabia. Earlier this month, Houthi attacks hit areas in southern Saudi Arabia, with Saudi authorities reporting dozens of injuries. Pakistan subsequently warned that continued attacks or any spillover from Yemen into Saudi territory could activate the defence pact.

The Houthis have also expanded their military activity around the Red Sea and Bab el-Mandeb, a major maritime corridor connecting the Red Sea with the Gulf of Aden. The renewed fighting represents a significant escalation after a UN-backed truce largely halted large-scale fighting between the sides in 2022.

Pakistan Balances Defence Commitment and Diplomacy

Islamabad has simultaneously called for restraint and diplomatic efforts to prevent the conflict from widening. Prime Minister Shehbaz Sharif condemned the attempted drone attack near Mecca while urging all parties to step back from further escalation and pursue dialogue.

For Pakistan, the latest crisis puts its commitments under the Mecca pact alongside its diplomatic engagement in the wider Middle East. While officials have repeatedly affirmed the agreement, they have not publicly outlined whether a future response would involve troops, intelligence, logistics, air defence or other forms of assistance.

The immediate focus remains on the security situation in Saudi Arabia and whether further Houthi attacks will trigger a formal response under the newly established Pakistan-Saudi-Türkiye defence framework.
