The waiver only removes the visa fee; it does not do away with the visa requirement itself. How To Apply
Thai passport holders can apply for the fee waiver through India's official e-Visa portal, where they need to complete the standard application process. No visa fee will be charged for those eligible for the 30-day e-Tourist visa under the new arrangement.
