The new pay panel headed by Justice Ranjana Prakash Desai is conducting nationwide consultations to finalise recommendations for the 8th Central Pay Commission, which will determine the salary structure of central government employees and pensioners. Employee unions have demanded a 3.83 fitment factor, which could raise the minimum basic pay from INR 18,000 to about INR 68,940 if approved.

The proposed revision, if accepted, would significantly impact nearly 50 lakh central government employees and around 70 lakh pensioners. However, the final decision will depend on the Commission’s recommendations and subsequent approval by the Union government. Why 8th Pay Commission Extended the Data Submission Deadline to July 31.

What Employees Are Demanding

A delegation of the Confederation of Central Government Employees and Workers has submitted a memorandum to the Commission seeking a range of revisions.

Their key demands include:

  • Minimum monthly salary of INR 69,000
  • Fitment factor of 3.83
  • Restoration of the Old Pension Scheme (OPS)
  • Higher House Rent Allowance (HRA)

The union argues that the current minimum basic pay of INR 18,000 is no longer sufficient due to rising living costs, including healthcare and education. 8th Pay Commission Salary Hike: How Much Will Your Salary Increase if Fitment Factor Is Fixed at 1.83?

What Is Fitment Factor?

The fitment factor is a multiplier used to revise basic pay when a new pay commission is implemented. It determines how existing salaries are recalculated under the revised pay structure.

Under the 7th Pay Commission, the fitment factor was set at 2.57. The current demand for the 8th Pay Commission is 3.83, which would significantly increase basic salaries across pay levels.

What a 3.83 Fitment Factor Could Mean

If the proposed fitment factor is accepted, revised salaries would be calculated by multiplying existing basic pay by 3.83.

Illustrative examples include:

  • INR 18,000 → INR 68,940 (≈ INR 69,000)
  • INR 25,500 → INR 97,665
  • INR 35,400 → INR 1,35,582
  • INR 44,900 →INR 1,71,967
  • INR 56,100 → INR 2,14,863

These figures are indicative and based on employee union proposals. The final pay structure will depend on the 8th Pay Commission’s recommendations and government approval.

Nationwide Consultations Underway

The Commission has been conducting consultations across multiple cities to gather inputs from stakeholders.

Recent and upcoming meetings include:

  • Lucknow (June 22–23)
  • Bhubaneswar (July 6–7)
  • Kolkata (July 9–10)

Officials are engaging with employee representatives and other groups to assess ground realities, including inflation and cost-of-living pressures.

Will Salaries Rise by 283%?

While unions have proposed a significant hike, including a minimum salary of INR 69,000, no final decision has been made yet.

Some employee groups have also suggested a lower minimum threshold of around INR 55,000. Representatives have highlighted increasing expenses and argued that current pay levels do not reflect present economic conditions.

When Will the Report Be Submitted?

The 8th Central Pay Commission is expected to submit its final report by mid-2027. The recommendations will then be reviewed by the central government before implementation.

The last major revision under the 7th Pay Commission took place in 2016, when the minimum basic pay was increased from INR 7,000 to INR 18,000.
