The Delhi Police Economic Offences Wing (EOW) has arrested an alleged fraudster in Mumbai in connection with two cases involving forged government documents and fraud amounting to more than ₹21 crore, officials said. The accused, identified as Kushal Samir Mehta, was arrested on October 1 at Mumbai’s Borivali Railway Station following an inter-state tracking operation. Police had been tracing him after he allegedly failed to appear before the court in one of the cases.
INR 18.62 Crore Government Payment Fraud Case
The first case, registered as FIR 109/2022, was based on a complaint by the Ministry of Finance. According to investigators, attempts were made to fraudulently obtain government payments totalling around ₹18.62 crore using forged treasury documents and fake sanction letters. The payments included ₹7.62 crore intended for M/s Andy’s Creation and ₹11 crore for M/s Essenzaa Nutrition Pvt. Ltd. The transactions were stopped after verification revealed that the documents submitted were fabricated. Investigators alleged that Mehta arranged and supplied forged documents, including fake Defence and Army supply orders, which were allegedly used to create false credibility with banks and other parties.
INR 3.12 Crore Cheating Case
The second case, registered as FIR 118/2025, followed a complaint by an Ahmedabad-based businessman who alleged that he was cheated of ₹3.12 crore. According to the complaint, Mehta allegedly promised to use his government connections to facilitate official work and recover lost funds. He allegedly produced forged documents carrying fake seals and letterheads of Union ministries, the Prime Minister’s Office, courts and banking institutions to gain the complainant's confidence. Together, the two cases involve an alleged fraud and attempted fraud amount exceeding ₹21 crore.
Delhi Police Tracked Accused From Gujarat to Mumbai
After Mehta repeatedly failed to comply with court summons and warrants in the 2022 case, the Delhi Police EOW began tracking him through technical surveillance. Investigators traced his movements across Gujarat, including Palitana, Ahmedabad and Vadodara. Police subsequently learnt that he had boarded a train bound for Mumbai. The Delhi EOW team coordinated with the Railway Protection Force and local railway police before intercepting him when train number 12928 arrived at Borivali station in the early hours of October 1. Following his arrest, Mehta was brought to Delhi on transit remand. A local court has granted the Delhi Police four days of custody for further interrogation. Police are questioning him to establish the full extent of the alleged forgery operation and identify other people who may have been involved. Officials have also said that Mehta is linked to at least two other active forgery cases in Mumbai. The investigation is continuing to identify the wider network allegedly involved in preparing and distributing forged government credentials.
