India’s drug regulator has issued a public health alert against two Pakistan-made whitening creams being sold in the country, warning that they are unauthorised and contain excessive levels of heavy metals beyond specified limits. The Central Drugs Standard Control Organisation (CDSCO) has advised consumers not to purchase or use Goree Beauty Cream and Chandni Whitening Cream, both labelled “Made in Pakistan.”

The alert follows testing and analysis conducted by CDSCO, which verified that the two cosmetic products are not authorised for sale in India. According to the regulator’s public notice dated September 8, the products had not been issued the required registration certificate for import by the competent authority. CDSCO also found that the creams contained excessive heavy metals beyond the specified limits. The regulator warned that such levels may pose health risks to consumers, including toxic effects.

The products identified in the alert are:

Consumers Advised Not To Use The Creams

CDSCO has advised consumers not to purchase the two products. Those who have already bought them have been asked not to use them, including similarly named cosmetic products.

The regulator has also cautioned establishments and individuals against selling, distributing or advertising the identified cosmetics.

The alert has been circulated to State and Union Territory Drugs Controllers, as well as CDSCO zone, sub-zone and port offices, for action against the sale of the unauthorised products.

What The Rules Say About Imported Cosmetics

Cosmetic products sold in India are regulated under the Drugs and Cosmetics Act, 1940 and the Cosmetics Rules, 2020. CDSCO said cosmetics manufactured for sale and distribution in India require a licence from the relevant State Licensing Authority. Imported cosmetics must also be registered with the Central Licensing Authority according to the prescribed regulatory requirements. Product standards are published by the Bureau of Indian Standards (BIS).

How Consumers Can Check A Cosmetic Product

CDSCO has urged consumers to buy authorised cosmetic products and check the information provided on the packaging before making a purchase.

Consumers should look for details including the manufacturing licence number, manufacturer's name and other required information, batch number, manufacturing and expiry dates, and the registration number for imported cosmetics.

The regulator's latest alert is part of wider scrutiny of imported cosmetics being sold in the domestic market without valid import registration. CDSCO had also issued a separate circular in July warning about imported cosmetics being sold without valid import registration certificates.
