The Jammu and Kashmir Assembly witnessed chaotic scenes and physical confrontations on Friday after Chief Minister Omar Abdullah tabled a resolution seeking the restoration of the region's full statehood.
Jammu and Kashmir Chief Minister Omar Abdullah on Friday moved a resolution in the Legislative Assembly seeking the immediate restoration of full statehood to the Union Territory. The move triggered a major confrontation in the House after BJP legislators objected to the resolution’s reference to a 2000 Assembly resolution on greater autonomy. BJP members stormed the well, tore copies of the resolution and raised slogans, following which the Speaker adjourned proceedings amid the uproar, according to a report.
Omar Abdullah Tables Statehood Resolution
The resolution calls upon the Government of India to urgently restore full statehood to Jammu and Kashmir and says the resolution should be forwarded to the Centre. Speaking in the House, Abdullah said Jammu and Kashmir had been promised restoration of statehood following delimitation and elections. He argued that those steps had already taken place and said the statehood issue should now be addressed.
BJP Objects to 2000 Autonomy Reference
The reference to the June 26, 2000 autonomy resolution became the main point of contention. The earlier resolution, passed when Farooq Abdullah was chief minister, had sought greater autonomy for the erstwhile state. BJP MLAs tore copies of the resolution and moved into the well of the House. India Today reported that some legislators also climbed onto tables during the protest, prompting intervention by Assembly marshals.
Heated Exchanges and Adjournment
The protests led to heated exchanges between BJP members and legislators from the ruling National Conference and Congress. Speaker Abdul Rahim Rather repeatedly appealed to members to return to their seats. As the disruption continued, the House was first adjourned for 30 minutes. BJP MLA Vikram Randhawa was subsequently marshalled out amid the continuing commotion, according to reports.
The latest reports said the Assembly was later adjourned until Monday, with the disruption continuing over the statehood resolution.
Omar Says Resolution Is Only About Statehood
After the disruption, Abdullah said the latest resolution was not seeking a fresh vote on the earlier autonomy or special-status resolutions. He said the House was specifically being asked to seek restoration of full statehood, and argued that the reference to previous resolutions did not change the subject of the new proposal. The chief minister also said the BJP should allow a discussion and participate in the proceedings rather than disrupt them.
What Happened in 2000 and 2024?
The 2000 resolution was passed by the then Jammu and Kashmir Assembly seeking restoration of greater autonomy. It related to the constitutional position of the erstwhile state before August 9, 1953.
On November 6, 2024, the J&K Assembly had passed another resolution seeking restoration of the special status that was removed following the Centre's August 2019 decisions. The latest resolution combines references to both earlier resolutions while separately calling for the restoration of full statehood.
Assembly Session Continues
The current J&K Assembly session began on September 21 and is scheduled to continue until September 30. The statehood resolution is expected to remain a key issue during the remaining proceedings, subject to the House's schedule and discussions. For now, the political disagreement centres on whether the latest statehood resolution should include the reference to the 2000 autonomy resolution, with the BJP opposing that reference and the ruling side defending the wording.
