Imphal, December 9: The Manipur government has declared a holiday on December 10 in all educational institutes and offices after Union Home Minister Amit Shah announced the inclusion of the state in the Inner Line Permit system (ILP). The announcement by Amit Shah assumes significance for Manipur as regions under the Inner Line Permit system will be out of the purview of the proposed Citizenship Amendment Bill.

"Governor has declared holiday on 10 December for government offices and educational institutions, including PSUs/Corporations/Autonomous bodies under the state government, on the historic occasion of announcement by Union Home Minister that Inner Line Permit (ILP) system will be implemented in Manipur," the government said. An Inner Line Permit is an official travel document required by Indian citizens to visit or stay in states and regions where it is applicable. Citizenship Amendment Bill Debate: Manipur to be Exempted Via Inner Line Permit, Says Amit Shah; Here's How ILP Will Offset CAB Impact.

"We are including Manipur in the Inner Line Permit system. This big issue has now been resolved. I thank Prime Minister Narendra Modi on behalf of people of Manipur for fulfilling this long-standing demand," Shah announced in Lok Sabha today. The Citizenship Amendment Bill says that states and regions under the Inner Line Permit system, and those granted autonomous administration under the Sixth Schedule of the Constitution will be out of the purview of the proposed legislation.

Arunachal Pradesh, Mizoram and Nagaland (except the city of Dimapur) are currently under the ILP system. If the Bill is passed, refugees who will be granted citizenship will not be permitted to settle in these states.
