BJP MP Nishikant Dubey has triggered a fresh debate on digital platform regulation after calling on X to either disable its “Community Notes” feature or pay taxes as a publisher in India. As Chair of the Parliamentary Standing Committee on Communications and IT, Dubey stated that the panel has conveyed its “unanimous view” to the Ministry of Electronics and Information Technology.

Posting on X, Dubey wrote, “Why all the fuss about Community Notes, bro? X Corp keeps printing notes and doesn’t pay any tax to the Indian government - what kind of justice is this?” He further argued that, like Australia, the platform should obtain a publisher’s licence and pay INR 25000 crore annually or shut down the feature. Nishikant Dubey Demands Tax on X Community Notes

Community Notes is a crowd-sourced fact-checking tool where users add context to potentially misleading posts, which becomes visible after being rated helpful. Dubey’s remarks drew a corrective Community Note stating, “They are giving a wrong example of Australian law… This code applies only to news content, not to user-generated fact-checking tools like X Community Notes.”

The Internet Freedom Foundation also clarified that Australia’s law requires digital platforms to compensate news publishers for using their content, not for features like Community Notes.
