No July 2026 DA Hike Yet As Cabinet Clears INR 2,000 Crore Railway Bonus While Dearness Allowance Decision Pends
Central government employees face a wait for the July 2026 Dearness Allowance (DA) hike after the Union Cabinet skipped the decision on October 14. Instead, the Cabinet approved a 78-day productivity-linked bonus of INR 2,009.61 crore for 11.41 lakh railway staff and extended the National Social Assistance Programme with an INR 53,428 crore outlay.
Central government employees awaiting the announcement of the July 2026 Dearness Allowance (DA) revision will have to wait longer, as the Union Cabinet did not consider the hike during its latest meeting on October 14. While the expected DA decision was omitted from the meeting's outcomes, the Cabinet cleared two other major proposals: a productivity-linked bonus for eligible railway employees and a five-year extension for a key social assistance scheme.
Delay in Dearness Allowance Revision
Dearness allowance (DA) is an inflation-linked component of pay for central government employees, while Dearness Relief (DR) is provided to eligible pensioners to offset the impact of rising inflation, reports Livemint. The government typically revises these allowances twice a year, taking effect from January 1 and July 1. DA Hike 2027: Dearness Allowance May Rise to 67%, Know How Much Salary Could Increase.
The January revision is usually announced in March or April, whereas the July revision is generally declared in September or October. The last official update raised DA from 58 per cent to 60 per cent of basic pay, effective January 1, 2026, communicated via an official order on April 22, 2026. A new formal order is required to implement the July revision.
The allowances are calculated using the All-India Consumer Price Index for Industrial Workers (AICPI-IW). In August 2026, the AICPI-IW index rose by 1.2 points to 154.4, with year-on-year inflation based on the index reaching 4.96 per cent, up from 3.16 per cent in August 2025. However, the exact rate and timeline for the July revision remain pending official notification.
Railway Bonus and Social Assistance Approvals
In place of the DA announcement, the Union Cabinet approved a Productivity-Linked Bonus (PLB) equivalent to 78 days' wages for eligible non-gazetted railway staff. The payout carries an allocation of INR 2,009.61 crore and covers approximately 11.41 lakh employees ahead of the festive season. 8th Pay Commission Salary Hike: How Much Could Basic Pay Rise Under 2.57 Fitment Factor?
Additionally, the Cabinet sanctioned the continuation of the National Social Assistance Programme (NSAP) for five years, covering the period from 2026–27 to 2030–31, with a financial outlay of INR 53,428 crore. The approval includes updates to the programme's naming, assistance rates, coverage, and disability-pension eligibility guidelines.
