Dehradun, September 19: The panchayat elections in Uttarakhand will be held in three phases from October 6, 2019, to October 16, 2019, announced state Election Commission on September 13. The panchayat polls results will be declared on October 21. The polls will be conducted in twelve districts of the state, except Haridwar. The notification was issued by state election commissioner Chandrasekhar Bhatt. The Model Code of Conduct (MCC) had come into force since the announcement of elections.

The nomination of the three tier polls will begin on September 20. The elections would be held in three phases- October 6, 11 and 16. Over 65,000 panchayat officials would be elected in these elections. The tenure of panchayats in Uttarakhand, except Haridwar, ended in July this year. Expenditure

The state EC has set the maximum election expenditure limit for the candidates who are contesting polls.

  • Sadsya Gram Panchayat- 10000
  • Up-Pradhan Gram Panchayat- 15000
  • Pradhan Gram Panchayat- 50000
  • Sadsya Chetra Panchayat- 50000
  • Sadsya Zila Panchayat- 140000
  • Kanisth Up-Pramukh- 50000
  • Jyesth Up-Pramukh- 60000
  • Pramukh Chetra Panchayat- 140000
  • Upadhyaksh Zila Panchayat- 250000
  • Adhyaksh Zila Panchayat- 350000

Social Media Guidelines

The election commission has issued social media guidelines for the panchayat polls. If any candidate is found guilty of violating any guideline during the elections, the EC can take strict action against him/her.

As per the guidelines, no candidate and their supporters can promote any message through social media (Facebook, Twitter, YouTube, Instagram and WhatsApp) that can hurt religious, ethnic sentiments and social harmony.

Use of Loudspeaker

As per the guideline, the campaigning through loudspeakers can be done for only 11 hours a day from 9 am to 8 pm. Promotions cannot be done on public property under any circumstances, said election commission. For detailed pre-election guidelines click here.

Meanwhile, in a major relief for people who are willing to contest state panchayat election 2019, the Uttarakhand high court on Tuesday said that people with more than two children before July 25, 2019, can contest elections.

Earlier in July, the state government passed the Uttarakhand Panchayati Raj (Amendment) Act, 2019. According to the amended bill, people with more than two kids would be ineligible to contest panchayat polls.
