Union Home Minister Amit Shah underscored the government’s commitment to national security, stating in a post on X (formerly Twitter), “Pursuing PM Shri Narendra Modi Ji’s vision of zero tolerance against terror: the MHA today declared 23 dreaded terror functionaries affiliated with banned organisations as terrorists under the provisions of the Unlawful Activities (Prevention) Act.” India Expands Terrorist List: 23 New Pakistan-Based Operatives Added Under UAPA; Check Full List Here.

Strategic Impact of the Designation
The designation of these 23 individuals is intended to strike at the core of the terror ecosystem. By listing them in the Fourth Schedule of the UAPA, the government enables stricter legal repercussions, including the freezing of assets and restrictions on their international travel. According to officials, the list comprises 17 Pakistani nationals and 6 Indian nationals. These individuals are reportedly affiliated with banned militant groups, including Jaish-e-Mohammed (JeM) and Lashkar-e-Taiba (LeT), and are accused of involvement in various anti-national activities, ranging from facilitating border infiltrations to radicalising youth and coordinating arms smuggling via drones.

Context and Background
Since the 2019 amendment to the UAPA, which empowered the government to designate individuals as terrorists, India has significantly ramped up its efforts to target terror operatives directly. To date, 57 individuals have been designated as terrorists under Section 35 of the Act. The government maintains that these measures are essential to deterring anti-national activities and ensuring the safety of India's borders and its citizens. Authorities continue to monitor the activities of these operatives, many of whom are currently based in Pakistan, as part of a broader strategy to disrupt the infrastructure of terrorism in the region.
