The Delhi government on Monday, September 28, detailed a series of measures to address winter air pollution, including a ban on dust-generating demolition and outdoor civil construction activities from November 1, 2026, to January 31, 2027, and a complete ban on construction and demolition work from December 10, 2026, to January 20, 2027. Parking charges at authorised sites will also double, and government and private offices will operate with half their staff working from home.

Construction and Demolition Restrictions
Dust-generating demolition activity and outdoor civil construction will be prohibited from November 1, 2026, through January 31, 2027. A stricter complete ban on construction and demolition activities will then apply from December 10, 2026, to January 20, 2027. Essential public infrastructure projects and urgent government works are expected to receive exemptions, with finishing, plumbing and electrical work permitted on sites under strict dust-control norms. Storage or dumping of construction material outside sites remains prohibited.
Parking Charges and Vehicle Measures
Existing parking charges at authorised parking sites will be doubled from November 1, 2026, to February 28, 2027, to discourage private vehicle use. Office Timings and Work-From-Home Rules
Staggered office timings will apply from November 1, 2026, to February 28, 2027. Offices under the Municipal Corporation of Delhi will function from 8:30 AM to 5:00 PM, while those under the Government of the National Capital Territory of Delhi will operate from 10:00 AM to 6:30 PM. Government and private offices must reduce physical staff strength by 50 percent during this period, with half the workforce working from home and the other half from the office. Essential services such as healthcare, emergency response, public transport, power, water supply, sanitation, disaster management and pollution-control agencies are exempt.
