According to Congress party sources, Lochav and his legal counsel first approached the Delhi Police on August 14 to submit a written complaint regarding police conduct during the rally. Party representatives noted that subsequent follow-ups via email and telephone on August 17 yielded no response from law enforcement. Escorting Lochav to push for compliance, Gandhi first visited the Mandir Marg Police Station before moving to the Parliament Street DCP office, insisting that police are legally required to file an FIR and assign a lead officer since the complaint details a cognizable offense.
